Hon. Thomas B. Wine
4th Judicial District (Division 1)

Thomas B. Wine is a lifelong resident of Jefferson County, Kentucky. He graduated from the University of Louisville School of Law in 1980. Tom served as an Assistant Commonwealth's Attorney and as an Assistant Attorney General, and received an award as Prosecutor of the Year in 1982. He was elected to the Circuit Court bench in 1992 where he served until September of 2006, when he was appointed to the Kentucky Court of Appeals. In 1997, he received the Louisville Bar Association's Judge of the Year award. He served as Chief Judge of the Jefferson Circuit Court for two years.

Judge Wine has served on numerous civic and professional boards, as well as President of the American Inns of Court and as a Cub Scout leader. He has been married since 1987 and has two sons.

CURRICULUM VITAE

9/15/06 - present Serving as judge for the 4th Judicial District (Div. 1) of the Kentucky Court of Appeals.
1/6/92 - 9/15/06 Served as a Circuit Court Judge in Jefferson Circuit Court, Eighth Division. Elected in November, 1991. Responsible for presiding over felony criminal trials, civil trials and domestic relation cases. Chaired the Criminal Circuit Court Practice Subcommittee to expedite resolution of criminal cases. Liaison to the Chronically Mentally 111 Board. Lectured before various sections of the Louisville Bar Association. Master in the American Inns of Court since 1996. Member of Racial Fairness Committee and The Kentucky Jury Commission.
12/15/90-1/6/92 Private practice. Responsible for civil and criminal cases. Appointed as counsel in criminal cases where the Public Defender's office was disqualified. Served as a Guardian Ad Litem for children and parents in termination of parental rights cases.
1/88-12/15/90 Office of the Commonwealth's Attorney. Served as a division chief. Supervised at least six attorneys and two secretaries.  Tried felony criminal cases, presided over grand jury investigations, trained new prosecutors, lectured for a Kentucky State Police training class as well as criminal law sections of the Louisville Bar Association.
9/15/84 - 12/31/87 Office of the Attorney General. Served as director of the Leviticus Unit charged with investigating fraudulent coal and oil tax shelters. Assistant Attorney General in the Special Prosecutions Unit.    Prosecuted cases whenever the local Commonwealth or County Attorney was disqualified. Served from 1986 until 1987 as Director of the Medicaid Fraud and Abuse Control unit. Supervised seven investigators, up to three attorneys and one paralegal. Charged with investigating claims where a provider or recipient filed a fraudulent claim for benefits.
1/79 - 9/14/84 Office of the Commonwealth's Attorney. Started as a law clerk. Sworn in as Assistant Commonwealth's Attorney in October, 1980. Prosecuted felony cases, trying more than 90 cases. Appointed Division Chief in February, 1984. Supervised six attorneys and two secretaries.
1974-1979 Worked various part time and full time positions in retail sales at Consolidated Sales Company, Value City and Bacons while attending college and law school.
